Guo Jiangping Explains the “Triple Empowerment” of the World Laureates Forum: Gathering Global Wisdom to Help Shanghai Build a Global Innovation Hub

On October 17, Guo Jiangping, Secretary-General of the Lingang Science and Technology Innovation Development Foundation, appeared on Dragon TV’s Tonight program, where he explained how the 2025 World Laureates Forum (WLF), themed “Science in Future: Shanghai and the World,” is driving Shanghai’s transformation into a global innovation hub through a mechanism of “triple empowerment.” The forum, he said, injects strong momentum into enhancing the science and innovation capacity of both Lingang and Shanghai as a whole.

 

At the scientific empowerment level, Guo noted that twelve top scientists, including renowned mathematician Professor Shing-Tung Yau, will attend the forum for the first time. Their research spans fundamental sciences and frontier technologies, aligning closely with the forum’s theme. “The participation of these leading scholars,” Guo said, “will further strengthen the forum’s academic depth and thought leadership, contributing high-level intellectual achievements to the global scientific community.”

 

Regarding industrial and innovation empowerment, Guo introduced the forum’s multi-layered structure: one main forum, six sub-forums, and more than ten satellite events. The program will not only engage Shanghai’s four “985” universities to develop specialized topics but also incorporate professional conferences such as the Lingang Laboratory’s Brain Disease Conference, forming a multidimensional platform for scientific and technological exchange.

More importantly, the forum leverages the “4+1” industrial ecosystem of Lingang to bridge frontier science and real-world application. It encourages two-way interaction, bringing top scientists “into enterprises” to address technology transfer needs, while inviting industry scientists “into the forum” to discuss frontier challenges. This reciprocal model builds a bridge between cutting-edge research and industrial practice, aligning innovation resources with market demand.

 

At the talent ecosystem level, Guo emphasized that the “Lingang Science and Innovation City” has introduced targeted policies known as the “12 Measures for Makers,” which offer diverse support such as free entrepreneurship services and dedicated subsidies. The plan also includes the construction of six innovation communities and approximately 300,000 square meters of supporting facilities, featuring “zero-cost entry” initiatives to lower the threshold for young entrepreneurs.

“We warmly invite innovators from around the world to Lingang,” Guo said. “Through our full-cycle service system, ‘Start your venture in Lingang, grow with us’, we aim to provide a nurturing platform for aspiring innovators and safeguard the growth journey of young scientific talent.”

 

Through the coordinated advancement of these three empowerment dimensions, the World Laureates Forum continues to gather global intellectual resources, closely align scientific innovation with industrial demand, and unleash the creative potential of future talents. This process not only injects lasting vitality into Lingang’s innovation ecosystem but also reinforces Shanghai’s position as a key hub in the global innovation network, laying a solid foundation for China to stay at the forefront of global scientific and technological competition.
